U.S. Chamber of Commerce
Aram Zamgochian is a Director at the Chamber of Commerce of the United States of America and Project Director of the Private Sector Initiative of the Partnership for Lebanon, a collaborative effort initiated by leading U.S. business leaders in September 2006 to provide critically needed resources to assist the reconstruction efforts in Lebanon. The U.S. Chamber of Commerce is the world's largest business federation representing more than 3 million businesses of all sizes, sectors, and regions. It includes hundreds of associations, thousands of local chambers, and more than 100 American Chambers of Commerce in 91 countries.
Mr. Zamgochian is responsible for providing the Chamber's membership and affiliates with first hand knowledge of the political, social, business, risk, economic and competitive dynamics of emerging markets throughout the developing world.
Previously, he served as the U.S. Chamber's Chief of Party in India for the South Asia Regional Energy Coalition (SAREC), a business advocacy and private sector capacity building project through which public and private sector stakeholders influenced regional energy policy and reform throughout South Asia. This multi-year, multi-million dollar regional program was funded by the United States Agency for International Development's (USAID) SARI/Energy Program, launched in 2000 to build mutually beneficial energy linkages among the countries of South Asia.
Mr. Zamgochian's project management experience covers various donor-funded and private sector technical assistance as well as policy initiatives in Afghanistan, Bangladesh, India, Nepal, Thailand, Singapore, Pakistan and Sri Lanka with a focus on: energy trade favoring clean fuels; energy sector liberalization; energy sector planning and policy analysis; developing competitive markets for industry and energy; strengthening the local private sector to advocate for investment-friendly market reforms; regional cooperation in energy efficiency (standards and labeling); increasing the private sector role in reform and energy efficiency; and executive-level peer exchanges to promote transfer of private industry best-practices in developing energy markets. As part of these initiatives, he has lent expertise and industry input to pre-feasibility studies; served as lead author on issues papers and technical reports; drafted model documents to support investment and trade in developing markets; and developed model frameworks for regional private sector cooperation and collaboration. Mr. Zamgochian has presented the results of many of these efforts in various forum including focus workshops, training programs and private sector partnership events. Most recently, Mr. Zamgochian presented and published a paper entitled 8 Criteria for Investing in Pakistan's Power Sector at The Woodrow Wilson International Center for Scholars. He has also participated on training and capacity building interventions throughout South and Southeast Asia. Mr. Zamgochian is a proven project manager, having worked in various high-risk, results-oriented business environments in the developing world.

During the first phase of the Private Sector Initiative, NECG assisted the Partnership For Lebanon in conducting a pilot survey of the Private Sector in Lebanon and in identifying actionable opportunities that could be accelerated if provided adequate support.
Paula E. Ghantous Engagement Manager, Partnership for Lebanon
Since she has joined the Near East Consulting Group in 2003, Paula has developed specialized skills in managing Human Resources projects outsourced to NECG, building analytical frameworks for conducting various engagements, portfolio analysis and strategy formulation, developing governance principles and family protocols for family owned businesses, structuring shareholders agreements, and planning and executing market and feasibility studies. The projects she was involved in cover a wide range of industries in Lebanon, including Retail, Engineering and Contracting, Construction, IT equipment Distribution & IT Services, Home appliances, Manufacturing, Apparel, and Agriculture.
Prior to her enrolment in NECG, Paula worked first as the Finance Controller and then as a Special Projects Coordinator for Al Majmoua, one of the leading Micro-Finance NGOs in Lebanon and the MENA region, with an outstanding loan portfolio that exceeds USD 6 Millions.
Paula lived in France for six years, where besides completing her graduate studies, she worked as a Project Manager in three architectural firms.
Holder of a dual MBA from Cranfield School of Management (UK), and Ecole de Management de Lyon (France), and of a Bachelor of Architecture from the American University of Beirut, she is fluent in English, French and Arabic.
